NetHope: Mobile Cash Transfers

This solution addresses high transaction cost cash transfers in Niamey, Niger for urban refugees

Problem Description

This solution addresses the problem of low efficiency cash transfer systems for high need refugees. The traditional system used for cash transfers--Micro Finance Institutions (MFI)--works for these refugees. But this solution looks at mobile cash transfer protocols as a way to go beyond the simple functionality of MFI. The solution specifically documents the successes and failures of a pilot program developed around mobile cash transfers for refugees in Niger.

Building Blocks


The pilot program that this solution looks at is based off a study that compared the effectiveness of Micro Finance Institutions versus mobile cash transfer. It achieved this based off a study completed with two equally sized refugee groups, one using MFI and one using mobile cash transfer. It was
found that the mobile phone technology has lower transaction costs but higher set-up costs,
mostly related to the sensitization and training of beneficiaries. In future implementations, the steps outlined in to building block section are those which are most likely to ensure success of the mobile cash transfer program.
