Realistic Program Rollout Timeline

Creating a realistic goal from program completion allows both for key targets to be met and for success and participation to gradually increase over time. For something like recycling rates that this is solid approach. While the goal of zero waste (100% diversion) is ambitious, when it is broken down into gradual goals over time, it becomes accomplishable. When the program was announces Kamikatsu's recycling rate was <50 and it only had a handful of product streams that could be recycled. Now, almost 15 years later, that rate is at 80% and there are 34 different product streams. Predictions put the town on track to reach their goal by 2020.
